Phase I of the project includes a 20 million tons/year oil refining plant, a 5.2 million tons/year aromatics plant (4 million tons/year PX plant), and a 1.4 million tons/year ethylene plant. Phase II, based on recent market changes and technological innovations, and following the optimization strategy of "producing more aromatics and chemicals, and less oil," optimizes the product structure on the foundation of Phase I, adding a 1.4 million tons/year ethylene plant and downstream chemical units, achieving a total capacity of 20 million tons/year oil refining, 6.6 million tons/year aromatics (4.8 million tons/year PX plant), and 2.8 million tons/year ethylene. The two phases are optimized as a whole, with mutual material supply, maximizing resource utilization. Taking into account technical and economic factors, fully leveraging the advantages of "integrated refining and chemical production," the processing flow is designed and formulated according to the principles of "oil-based processing where appropriate, aromatics-based processing where appropriate, and olefins-based processing where appropriate" and the "molecular refining model," aiming to create the most competitive integrated refining and chemical plant based on mature technology and optimal economic benefits.
